Link the 'footnote' marker to the footnote.
That is, clicking on the fn marker (in the text or in the actual fn), will move the cursor to the other. Additionally, make a 'go to' option that allows searching for a specific fn, or to cycle through existing footnotes, etc.

Options to navigate through the available footnotes is already available, please see the documentation on that in our official Help Center: https://helpcenter.onlyoffice.com/docs/userguides/document_editor/InsertFootnotes.aspx#navigatingthroughfootnotes_block
As for the suggestions to click on the marker and a search interface - have you encountered a processor that allows that? Basically, footnotes are not quite interactive elements in a document, thus they do not a dedicated interface like bookmarks or hyperlinks.
